"New engagements tend to happen during activities in the open urban space - rather than closed venues, but the City doesn't try to promote that..."

"Leisure consumption is based on age and family status. We need to have different options to different target audiences living in the city..."

"A community is created from medium-size activities (tens or hundreds of participants). Let's have more medium-size activities and fewer large events..."

Since then, Kfar Saba diverted much of its resources to events in open locations, rather than closed buildings:
