First, the Department for Culture, Sports and Leisure defined what community building actually means: making residents meet and engage with other residents. Then, they asked one question:

How can we make residents meet and engage with each other? What will make our community stronger?

The City reached out to several stakeholder groups:

Adult residents

City Employees

Young parents

Nonprofits

Children

Others

The City used every public event to invite residents to send their advice via SMS. It also reached out via social networks and existing mailing lists.

The insights shifted the entire approach of the City, showing the executives the way forward:

Greater focus is required on activities in the open urban space - rather than closed infrastructure.

Leisure consumption is community-oriented rather than Interest-oriented, and we must invest more effort in creating a response to each of the different target audiences living in the city.

A community is created from "medium" activities (tens or hundreds of participants), and there is a need for more such activities and fewer large events that require great effort.
